During the launch of the Huawei Mate 30 range in Munich, CEO Richard Yu answered questions from several journalists, including from the well-known Android Authority website. One of the questions had to do with unlocking the bootloader on Huawei Mate 30 Pro.

Since Mate 30 and Mate 30 Pro will arrive without Google applications, an unlocked bootloader will be one of the only ways users can load Google services on their devices. However, as you recall, Huawei's recent policies have focused on discouraging users from unlocking it.

It's just that after Android Authority posted the news of the unlocked bootloader, a Huawei spokesperson contacted them to clarify the comments made by Richard Yu at the launch of the Mate 30 range. So now he says that Huawei has no plans to unlock bootloader on Mate 30 devices.
